That woman apparently was a teacher, giving everyone a hard time (perhaps slapping students)? Cop comes, and drags her out of the classroom. She starts bitching, and slaps the cop. In the US, I guess the cop would just slap handcuffs on her, and drag her to the jailhouse. In the clip, he metes out rough justice, on the spot. A different world.
Of course, there's a clear euphemism playing with the French mind. As with "youths".
Stupid woman had it coming. Interesting about the French. Let's see them say something about the other youths they've got problems with.
