At 53 sec he's just saying "at any cost" in Spanish. It's weird though. In TexMex, you say cueste lo que cueste like coût que coût in French, but he says cueste lo que no cueste like they would in Italian. Wops stick random negations throughout their speech.

It seems to be mainly in Venezuelan Spanish, interestingly. If you Google the phrase as he said it, you get very few hits and they seem to be Venezuelan.

Pepe knows a lot about Latin American Spanish so he can probably help here. He went on his grand tour down in Chile or somewhere so he could touch monkeys and not get AIDS. I think. Probably he went to Venezuela (named for Venice) looking for the grand canal on his grand tour.

JJ, you're a fountain of knowledge. Never thought of Venezuela <-- Venezia, but yes, it makes sense. As for Pepe's explorations, and tours of grand canals, well, let's not get into that.
