So, according to FCP precepts, this will be available to people who can afford it, i.e. in the west where it isn't needed and not in regions such as sub-saharan where it is.

That vaccine is produced by GSK, a for-profit pharmaceutical company -- the very epitome of capitalism. Now, what does this have to do with Charly's beloved Socialism?
Does Socialism ever produce a better mousetrap, or just tons of hot air, and redistribution of money, robbing Peter to pay Paul? Tautologically, the latter.
That's the problem tecs - the only people who can buy this are westerners that don't need it.
So why would GSK waste time and money producing a product that nobody can buy or wants to buy? KKKapitalists are estupidos?

Sometimes they are. But, unlike Socialists, if they stay stooopid for too long, they go out of business, and lose their shirts. Pinkos, on the other hand, can keep blabbering and redistributing forever -- there is no market discipline for screwing up royally in pinkdom.
