So why did the French build this fortification, close to the Italian border (just the other side of the mountain)? Afraid of mountain goats chasing them? Or Tex-Mex-Italians coming at them from Courmayeur? Inquiring minds need to know.

It may have had something to do with paranoia. Or, as JJ suggests, French country bumpkins.
In the end, though, static fortifications are idiotic. That's straight out of the basic Patton tank manual. That concrete pillbox is better used as a retreat for JJ and Co.

Sure. I got a Ruger 10/22 to bring (+ 50-round clip) with, but we ought to think of getting something with a bit more oomph behind it. What else we got for the bunker? Anyone?
I took the photo close to the Col de la Cérise. As you can see here, it's right by the border. At the top of the pass, there was a cement barracks for the French border guards, I guess. Parts of it were caved in (perhaps bombed out?), and you could see bullett holes around the (wooden) windows. Yet another glorious French battle? But against who? Mysteries of life...

I can only imagine how a WWII battle between French and Italian soldiers may have played out.
And AI, nice work on the historic archaeological investigation! We'll have to figure out a way to get funding and send you back to map the structure entirely, too. This calls for a grant.
