how could this man not be in jail for life for his previouis crimes against the boy the attempted murder....never mind the delayed death.

Texas is weird. They keep bragging about how tough they are on crime, but then they let horrible stuff like this go basically unpunished.

Maybe a $145 billion penalty will wake them up?

Lawyer David Walker told the Los Angeles Times that Collins was not charged in either alleged attack because "the case was very, very difficult, with evidence that was not clear or necessarily compelling at that time".
