I'd never heard of these people before but I'd venture a guess that the perspective of the photograph hides a mullet. If I am right, the behavior would be consistent with the hairdo.
Pepe, that's not a mullet... think of it as a hold-over from 18th-century French and American hair styles. Those southerners got lost in the woods about two hundred years ago, and they just re-emerged within the last three decades.
Today, up north, the mullet is also known as the "Canadian Waterfall." It has strong influence in the National Hockey League.

YES, of course you can shoot them. Check with your local Game and Fish, though. I'm uncertain if it's a year round season, or just the autumn months when they're rutting and breeding. I use a rusted out, inoperable Chevy Nova body as a blind, setting it up within blocks of trailer courts.
