I think you're referring to crossing one's fingers? If so, here's a brief description: when done in secret, it retracts or nullifies whatever public gesture or agreement one enters into.
So, while the smiling soldier is shaking a smiling Hillary's hand, the idea is that he's also showing the camera his crossed fingers. Thus, we can interpret the soldier as smirking rather than smiling.
To a Yank, the crossing of the fingers is Basic Playground Ethics, 101.
i see. we used to have a similar thing, but it was in the 3rd grade...
