Unexpectedly!
Obama got everyone on his side, Secs Def., Secs State,..., and > 70 senators, but it was clear that there would be a dispute about whether the preamble was the legally binding part. Of course Obama would say no when acting tough with RWNs while winking to the Russians (and hoping they'd keep quiet). Of course the Russians aren't playing ball anymore...
It's pathetic to see all those former Sec Defs applauding like fools at this one. They seem to have forgotten the Russian bargaining tenet: What's ours is ours; what's yours is negotiable. A revolting performance.
