Actually, I think the double a is to reject a different spelling, likely of a non-Mongolian origin. The AP often uses the spelling you gave though.
Wiki also says Ulan Bator. So it can't be that retarded...
No spelling of Ulan Bator/Ulaan Baatar is as retarded as "Moskau"
