Yup, they do the Pacific, the Atlantic, maybe one day the Indian. That's the joy of Socialism. When you are on the dole for life, well you've got to find something to fill up that doleful life.
As for spare change, it seems it came from people who heeded his requests for monies rather than himself. Probably from Limeys who were eager to see a Frog drown in a big pond.
