No problemo, it's all making sense. After all, Perry was Al Gore's man in Texas, so what do you expect? He's, like, Jerry Brown with cowboy boots.
Thing is, one can try and make the case that Texas can afford throwing away money like that, since the economy there is doing relatively well. (Not a good case, but at least one with some semblance of logic.) But California is a total basket case. Who's gonna pay for this largesse? Those damn millionaires and billionaires? Anybody but Rot, of course.

Right. This is a theological issue. Only in Rotter Logick.
Logic deals with theological questions? Interesting.
Not usually. But Rotter Logick is infinitely malleable (it having as a basic axiom that A => B, for all A & B, it must be), so theology enters in there, why not? It's a big tent.
