I don't think that there's any Planet Pepe conflict here, actually.

Planet Pepe is not necessarily incompetent.

The cross purposes here seem more to me like Obamian amateurishness rather than anyone really caring about or having any solid beliefs.

This is like Ross trying to make some positive headline, and Emanuel going along, but not telling Axelrod. Then Jarrett saying something crossways on Meet the Press, and then some pair see each other in a hallway and ... "like wow, ... you said what??" And then Omama has to step in and things get really fucked up when Bibi shows up...

Think Keystone Kops but with suits and little red books.

Not Keystone Kops. These guys may not be the hallmark of competent, but they ain't a joke and they ain't confused as to where to stamp their little boots.
Perhaps it's as simple as this...Ross has a soft spot for Israel and isn't ready to flush it into the sea Ad Gloriam Obamakles.
