An attempt at Cartesian Logic
The Constitution requires tax increases to originate in the House of Representatives. See Art. I, §7, cl. 1. That is to say, they must originate in the legislative body most accountable to the people, where legislators must weigh the need for the tax against the terrible price they might pay at their next election, which is never more than two years off. The Federalist No. 58 “defend[ed] the decision to give the origination power to the House on the ground that the Chamber that is more accountable to the people should have the primary role in raising revenue.” We have no doubt that Congress knew precisely what it was doing when it rejected an earlier version of this legislation that imposed a tax instead of a requirement-with-penalty. Imposing a tax through judicial legislation inverts the constitutional scheme, and places the power to tax in the branch of government least accountable to the citizenry.

Charly's tax euros hard at work. Finally, finally, some good use comes of it, by letting the Nanny State take care of moi.
Though, I must say, I was totally underwhelmed by the TGV--supposedly the crown jewel of Frenchie technology. Unlike the lowliest Greyhound bus on a dingy run to Albany, this train has no WiFi--the horror, the horror! I mean, duh -- when will Charly pay up to install free WiFi everywhere? It's a basic human right, no? And, to add insult to injury, there was no juice in those Frenchie plugs. The TGV guy says it's due to an electrical malfunction. Man, oh, man. Charly, I think this is what happens when you don't pay enough taxes. I'm waiting for Dutch to increase your tax rate to 75%, and then perhaps -- perhaps -- they'll figure out how to get current flowing in those fancy choo-choo trains.
