a fuse - to protect dubbyah. it's a french tradition that when a president becomes too unpopular he fires his PM. This tends to deflect responsibility some and gives the illusion of a new footing. The PM acts as a "fuse" without which the prez would blow up.
I see, the "scapegoat". I'm sure Bush intends it that way. At least I suspect that had the Republicans done well Bush would have continued his rummyfest for two more years. But, if so, I think he's kidding himself if derummyfication will help him much with what's coming.
