The fraud occurs when a trader of carbon credits in one EU country buys some from another country free of VAT, then sells them on, charging the VAT to the buyer. The seller then disappears without handing the VAT to the taxman.
Some criminals re-export the credits, reclaiming VAT as they do so, then re-import them. They can do this repeatedly, reclaiming VAT many times, hence the "carousel" label.

They do seem highly focussed on making critical thought or dissent a crime. Now they probably won't want to throw in these saboteurs in the ordinary run of prison. After all, they might come out as really hardened saboteurs. Nope, you need a special place for these. Where they may expiate their sins in style appropriate to their crime. And do so in a socially just way that helps the world produce a balance to the "carbon counts".
So, Tecumseh, Rott, what is the Planet Pepe equivalent of what the Salt Mines were to Rome?
