The House already passed its own version of the "cap & trade" bill (like they had passed first their own version of the "health care" bill). Now the bill is before the Senate, where it's been languishing for ages. Your buddies (Kerry, Graham, Lieberman) are trying to revive the Senate cap & trade bill, by tinkering at the edges (sort of like Reid did with Nelson & co for the "HC"). Of course, if they manage to push it though (this modified C&T), it goes back to the House. Big whoops. You saw how that works.
