Also: why do senators and representatives think they need to legislate against jay-walking? This gives cops a reason to beat down anyone. I'm uncertain about the history professor, but I'll bet people understand that there's some kind of risk involved in dashing across the street. Hell, there's risk involved even when the cross-walk is guarded. Why not let Darwin take its course...

Let's legislate and make ourselves feel happy about the good laws though!
