...some of the most violent demonstrators were immediately identified—by Western observers and by local politicians—as members of the Moldovan security services. One observer told me that it would have been difficult even to get onto the roof of the parliament building without tools and preparation, let alone to put up a flag.

A godforsaken land -- Romanian since time immemorial -- gobbled up by Stalin in the aftermath of the Molotov-Ribbentrop pact (you know, Pepe, the Commie-Nazi pact that was the immediate catalyst of World War II). They had a chance to re-unite with the mother country in 1990-1991, when the Soviet Union imploded, but they blew it. Now they are basically the poorest country in Europe (some people sell their kidneys to survive). And the bear is still prowling, getting ready to pounce, once again. And Pepe will ululate when that happens.
The bear prowls elsewhere, too.
Yes, the wonders of ideology is that the tyrant leaders (supposedly at odds with one another) have no problem making pacts with each other. When checks and balances are void from government, then, well, such utopias are formed.
