Well, actually Pepe's memo is that he don't care if the shit works. He'd rather see Dead Ricains than Dissed Ummahlumpas.

Right, that's more like it: Pepe seethes when a Bibbie boy talks. That's not good for the program. So he trots out taqqiya 101, and blabbers about malefic Ricain plots. But in his heart of hearts, he knows who the strong horse he pines for is.

That's the inside sneaky memo. The outside open memo is that the shit don't work so he looks humane rather than murderous in the other sense.
