Interesting hypothesis, but where is the hole in the ground?
While I'm not as hilarious as JJ, I can say I've been in contact with North Dakota's state and federal senators and representatives regarding all of this. Politically, they can garner votes for such a project, as the University of North Dakota has an Aerospace department, a useful holdover from that little cold war last century.
