Avant le génocide, qui a fait 800 000 morts, tutsis pour la plupart,"la France a mené une campagne de dénigrement et de diabolisation du Front patriotique rwandais (FPR) et de ses dirigeants", a lancé devant la commission le premier témoin, Jacques Bihozagara, un des fondateurs de la rébellion majoritairement tutsie du FPR, aujourd'hui au pouvoir. Selon lui, les autorités françaises de l'époque pensaient qu'"un pays francophone [le Rwanda] était attaqué par un pays anglophone [l'Ouganda, où le FPR avait ses bases arrière]", et ont estimé qu'"il fallait voler au secours de la francophonie". yes - this is absolutely shameful and has only been hinted at in the media. The govt has also beeen strangely silent (but at least they didn't claim that stuff happens). In their defense, i do not think they took the full measure of the extent of what that policy would lead to, but they seem to have evaded responsibility - the use of an int'l court.
unclear, Pepe. Are you saying that by using an international court they evaded responsibility, or by not using an international court they evades responsibility?
by supporting an international court they have evaded the international court and are thus being responsible?
we await with eager anticipation Pepe's clarification
a strong and universally ratified int'l court would ensure those responsible be taken to justice.

the french are obviously not taking responsibility for this. so the court should step in.
