Hadn't seen it before. At any rate, yes, this sounds precisely like the muzzle-anyone-who-disagrees-with-me" position that Pepe "shut the fuck up" Le Pew so graciously advocates. And, if muzzling is not enough -- there's always the far reaches of Siberia to keep busy the Enemies of the People.
And this is exactly what is meant by the West, as a world of enlightenment and the pursuit of liberty, dying around us. If Obama signs off on this, the Constitution is dead, and our leaders have signed on with evil.
I sort of doubt he'll do it -- too many balls up in the air right now. But I don't see any basic obstruction from the likes of Pepe: they'll just lap it up, and ululate in unison, whether this is constitutional or not.
